RECODA’s Commitment to Green Technology in Sarawak’s Northern Coastal Highway

The Regional Corridor Development Authority (RECODA) has taken a pioneering step in integrating green infrastructure into the Northern Coastal Highway (NCH) project, a key initiative that supports Sarawak’s vision of sustainable growth and connectivity.

As Sarawak’s premier development agency, RECODA is reshaping infrastructure by aligning it with green technology principles, ensuring that its flagship highway project benefits communities while preserving the environment.

Advancing Sustainable Infrastructure through the NCH

During the recent 7th International Digital Economy Conference Sarawak (IDECS) 2024 at the Borneo Convention Centre Kuching, RECODA’s Chief Executive Officer, Datuk Ismawi Ismuni, led a session titled “Sustainable Development Through Green Infrastructure.”

He highlighted RECODA’s commitment to sustainable infrastructure, noting the critical role the NCH plays in uniting Sarawak’s northern region while paving the way for artificial intelligence (AI) integration.

The 88-kilometer dual-carriageway highway stands out for its elevated design, which prioritizes environmental preservation by minimizing disruption to the region’s natural landscapes.

This design approach not only reinforces RECODA’s environmental goals but also enhances regional connectivity, facilitating linkages between Sarawak, Brunei, Sabah, and Indonesia.

“The NCH is a major project that supports connectivity across northern Sarawak and the wider region, fostering both trade and investment opportunities,” Datuk Ismawi shared.

“By incorporating elevated infrastructure, we ensure minimal environmental impact, so we protect the environment while enhancing connectivity.”

Supporting the AI Ecosystem and Digital Economy

The Northern Coastal Highway is also critical in Sarawak’s digital transformation journey.

Datuk Ismawi explained that strong physical infrastructure, combined with digital connectivity, is essential for communities to benefit from digitalization and AI.

This aligns with the Post COVID-19 Development Strategy (PCDS) 2030 and the Sustainable Development Goals (SDGs), which underscore the role of digital innovation in creating sustainable and resilient economies.

“To foster an AI-driven ecosystem, roads and digital infrastructure must first be in place,” Datuk Ismawi emphasized.

“Only then can communities truly experience the benefits of digitalization and AI.”

Through the NCH project, RECODA aims to lay the groundwork for a digital economy in northern Sarawak, which will ultimately empower local communities to engage with AI and other emerging technologies, stimulating local economies and improving quality of life.

A Vision of Local Sustainability and Green Technology

A unique aspect of RECODA’s approach to the NCH project is its emphasis on using locally sourced materials to enhance durability and longevity.

The focus on local materials not only boosts the local economy but also reinforces RECODA’s sustainable development vision, which prioritizes environmentally friendly practices and a commitment to the longevity of infrastructure.

Further emphasizing its role as a driver of green technology, RECODA has proposed transforming a planned flyover at Bukit Mas, Limbang, into a tourist attraction.

This flyover is designed to provide scenic views of Brunei and includes designated spots where visitors can safely stop and take photographs.

This dual-purpose infrastructure adds tourism value, benefiting the local economy by attracting visitors and providing locals with opportunities to generate additional income.

Collaborative Efforts for Regional Growth

RECODA operates as part of the Sarawak Corridor of Renewable Energy (SCORE) development plan, aiming to turn Sarawak into a leader in sustainable development through three pillars: attracting investments, implementing essential infrastructure, and promoting socio-economic programs. RECODA’s efforts align with the Sarawak Government’s rural development agenda, which aims to reduce wealth disparities and improve connectivity in the state’s hinterlands.

In 2017, RECODA established three Regional Development Agencies—the Upper Rajang Development Agency (URDA), Highland Development Agency (HDA), and Northern Region Development Agency (NRDA)—to bridge the gap between urban and rural regions.

These agencies focus on infrastructure and socio-economic projects that elevate living standards across Sarawak, promoting rural development and economic inclusivity.

Promoting a Green Economy through Strategic Partnerships

As a Gold Sponsor of IDECS 2024, RECODA demonstrated its commitment to advancing the green economy through initiatives that support biomass, biotechnology, green technology, and the digital economy.

RECODA’s collaborative approach extends to partnerships with agencies such as the Economic Planning Unit (EPU), the Malaysian Investment Development Authority (MIDA), and the Bintulu Development Authority (BDA).

Together, they work to attract investments, facilitate corporate registrations, and provide guidance on regulatory processes, creating a robust support system for investors in Sarawak.

A Future-Ready, Environmentally Conscious Sarawak

RECODA’s efforts underscore its broader vision of transforming the SCORE region into a competitive and progressive economic zone, one that is rooted in sustainable practices and green technology.

As Sarawak pursues its goal of becoming a digital economy leader, RECODA’s projects will continue to play a vital role in supporting smart digital innovations that drive both environmental and economic sustainability.

By integrating green technology into the NCH and other infrastructure projects, RECODA is not only shaping a more connected Sarawak but also setting a standard for eco-friendly development in Malaysia.

Through these initiatives, Sarawak is building a future where infrastructure development harmonizes with environmental preservation, fostering prosperity for all.
